THE TPF-5(299) STUDY TECHNICAL ADVISORY COMMITTEE (PFTAC) AT THE MAY 2014 MEETING APPROVED DEVELOPMENT OF AN EXPERIMENTAL PLAN TO BE CARRIED OUT AS PART OF THE SEPTEMBER 2014 PAVEMENT EVALUATION / ROAD PROFILE USERS GROUP (PE/RPUG) MEETING IS A FIRST STEP IN DEVELOPING A STANDARD FOR CALIBRATION AND VERIFICATION OF PAVEMENT SURFACE TRANSVERSE PROFILE AND CRACKING DISTRESS MEASUREMENTS. FHWA IS THE PROGRAM ADMINISTRATOR FOR TPF-5(299). CURRENTLY, THE ACCURACY OF EXISTING PAVEMENT SURFACE MEASUREMENTS IS NOT TRACEABLE OR UNIFORM. STATE HIGHWAY PRACTITIONERS NEED A WAY TO COMPETENTLY ASSESS THE ACCURACY OF PAVEMENT SURFACE COLLECTION&ANALYSIS. THE GOAL OF THE CALIBRATION AND VERIFICATION OF PAVEMENT SURFACE MEASUREMENTS IS TO CREATE A ROADMAP THAT SUPPORTS THE DEVELOPMENT OF A STANDARD MEANS TO VALIDATE AND CALIBRATE PAVEMENT MEASUREMENT SYSTEMS. THIS ROADMAP MUST DEFINE A STRUCTURED APPROACH TO THE DEVELOPMENT OF A HOST OF RESEARCH PROJECTS THAT INCLUDE SPECIFIC TASKS (WITH TIMING AND DELIVERABLES) TO ANSWER SPECIFIC RESEARCH QUESTIONS. THE OBJECTIVE OF THIS PROPOSAL, THEREFORE, IS A TARGETED FIRST STEP IN DEVELOPING THE ROADMAP. THE MAJORITY OF THE WORK WILL BE COMPLETED BY A GRADUATE STUDENT UNDER THE GUIDANCE OF DR. JOHN FERRIS, DIRECTOR, VIRGINIA TECH VEHICLE TERRAIN PERFORMANCE LABORATORY (VTPL). THE EXPERIMENT IS TO BE CONDUCTED AT THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) SMART ROAD MANAGED BY THE VIRGINIA TECH TRANSPORTATION INSTITUTE (VTTI) AND COORDINATED WITH DR. EDGAR DE LEON IZEPPI. JAMES TSAI OF GEORGIA TECH WILL DEVELOP A LITERATURE REVIEW. THE EFFORTS DESCRIBED IN THIS PRELIMINARY FEASIBILITY STUDY ARE PRECURSORS TO A PROPOSAL FOR A CALIBRATION AND VERIFICATION OF PAVEMENT SURFACE MEASUREMENTS. THE CONTRACTOR WILL PLAN, EXECUTE, AND ANALYZE THE RESULTS OF A SIMPLE DEMONSTRATION OF TRANSVERSE PROFILE MEASUREMENT CAPABILITIES AT THE PE/RPUG 2014 WITH A FINAL REPORT COMPLETED BY DECEMBER 1ST, FOR $24,000.
