Requirement

The purpose of this procurement is to secure expert contractor acquisition, programmatic and technical support services for the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA). The services performed under this contract will enable FEMA to enhance procurement operations and expand capabilities to support mission needs. The Contractor shall provide a breadth of acquisition and procurement support services to include lifecycle acquisition management support for the procurement of goods and services for acquisitions categorized under all three DHS level 1, 2, and 3 programs as defined in DHS Directive 102-01-001, as well as acquisitions below these thresholds. Acquisition and procurement support will encompass pre-award and post-award activities to include, but not limited to, policy review and development recommendations, planning and procurement strategy assistance, procurement request document development and preparation assistances, market research support, synopses, solicitations, price negotiation memoranda assstance, proposal evaluation support, contract administration support services, audit support, etc.
