Requirement

The Department of Homeland Security, Immigration and Customs Enforcement (ICE) requires a turnkey Software as a Service (SaaS) solution to serve as an Automated Purchase Card Approval System. This commercial off-the-shelf (COTS) enterprise system must deliver an automated, completely paperless routing process to streamline the agency's purchase card program. The required solution must be capable of supporting a high volume of activity, accommodating approximately 900 cardholders, 1,700 approving officials, and processing an average of 7,000 transaction requests per month. Key technical capabilities include integrating all elements of the DHS Form 1501, mapping to the agency's specific servicing bank hierarchy, and performing automated three-way matching between requests, invoices, and receiver signatures. The system must also establish customizable routing rules to ensure compliance with DHS policies, providing automated audit alerts, enforcing separation of duties, and capturing property management tracking for pilferable items. Finally, to meet mandatory federal cybersecurity standards, the proposed software must be fully FedRAMP certified and comply with stringent DHS IT security, privacy, and continuous monitoring requirements.
