Project Management Office (PMO) Support for St Es O&M

Requirement

This request is to establish a BPA for project and engineering support needed to facilitate the potential transfer of St. Elizabeths campus operation and maintenance and ownership from the General Service Administration to the Department of Homeland Security. The support includes project management and long-range planning for oversight of the campus, DHS Master Plan development to assess site conditions, infrastructure, utilities, transportation, environmental factors, and risk, space allocation plan development, a comprehensive evaluation of building automation and energy systems, facilities infrastructure, and establishment of an enterprise real estate strategy across all St. Elizabeths assets are included. The Office of the Chief Readiness Support Office has some of the skills required; however, this effort necessitates a dedicated team of experts focused full time on this critical mission.
